For implementation the Action Plan in connection with the 75th anniversary of the Babyn Yar tragedy, approved by the Decree of the Cabinet of Ministers of Ukraine dated December 30, 2015, No. 1410-р "On approval of a plan of measures in connection with the 75th anniversary of the Babyn Yar tragedy", office premises of the former Lukianivka Jewish cemetery on the street. Melnikova 44 was transferred to the National Historical and Memorial Reserve "Babyn Yar" to create in it, after its restoration and redevelopment, the Memorial Museum in memory of victims of Babyn Yar of the National Historical-Memorial Reserve "Babyn Yar" and reproduction of the lost monument of architecture "Entrance gate to the Jewish cemetery" in its territory.
The National Historical and Memorial Reserve "Babyn Yar" conducted an expert assessment of the mentioned building, conducted a procedure for changing the purpose of the building from residential to non-residential and its state registration.
The contract was concluded with LLC "Company" Raden "for the production and development of design estimates for the state examination on the restoration work of the building on the street. Melnikova, 44 with internal re-planning and bringing in external communications in order to develop a scientific concept for the creation of the Memorial Museum in the memory of the victims of Babyn Yar.
The author's team at the Institute of History of Ukraine of the National Academy of Sciences of Ukraine developed the Concept of the Memorial Museum in memory of the victims of Babyn Yar, which was approved by the Museum Council of the Ministry of Culture of Ukraine. On February 15, 2018, at a meeting of the Advisory Council on the Protection of the Cultural Heritage of the Kyiv City State Administration, the project of restoration of the office of the former Lukyanivka Jewish Cemetery on the Melnikova St., 44, was approved for the creation of the Memorial Museum in memory of the victims of Babyn Yar.
